Mumbai chawl redevelopment plan delayed again as Centre’s green nod awaited

MUMBAI: The redevelopment of 207 century-old Bombay Development Directorate (BDD) chawls may get delayed further as the state government will have to seek clearance from the Union environment committee to go ahead with the project. Housing minister Prakash Mehta said on Monday that he was hopeful of a speedy approval and the tendering process taking off in under six months.

Although BDD chawls, which are located in Worli, Dadar (east), Lower Parel and Sewri, fall in neither forestland nor in coastal regulation zone, the Union government rules specify that all construction projects on more than 20,000 square metres need an environment committee clearance.

The BDD chawls are spread over 93 acres of land, which is over 20,000 square metres. “We need to have environment clearance to go ahead with the BDD redevelopment project,” Mehta said. “We have completed all remaining processes except environment clearance and are hopeful that we will invite tenders in the next four to six months.”

The state government will use 4 floor space index (FSI) for the redevelopment of all BDD chawls, said Mehta.

A senior official said the government will take up the project under Development Control (DC) Rule 33 (9) in which 4 FSI is permitted.

“As of now, the department is busy framing DC rule 33 (9); then the architect will get appointed, plan of redevelopment will get drafted and, subsequently, the proposal will be sent to the environment committee,” an official said on condition of anonymity. “Once we get the environmental approval, we will invite tenders.”

The BDD chawls were built in Central Mumbai in the 1920’s by the British rulers as a low-cost housing project. The 207 ground-plus-three-storey structures house 16,557 flats, each about 160 square feet inarea.

The government has already decided to appoint the Maharashtra Housing Area Development Authority as the nodal agency for the project and it is framing the new DC clause for the redevelopment of BDD chawls.
